Why isn't my tooth loose if theres no roots anymore?

I'm 13 and my tooth is not loose even though there is no roots. My dentist says theres a tooth growing right under it and they're going to pull it right out. My brother's teeth are the same way. Why are our teeth like this?

the periodontal ligament is still attached to the tooth.
Reply:because its still attached to the gums.
